Hiccup in free school fees

Parkop raised a series of questions regarding free education in parliament.

The Government admitted that the Education Department has lots of mess up causing hiccup in monitoring school fee money.

Education Minister Theo Zurenouc admitted this in Parliament yesterday when responding to series of questions raised NCD Governor Powes Parkop.

Mr Zurenouc said although there is no mechanism in the system in place at the moment for Government to monitor funds given to school , the Government has a strategy to in place to have this money monitored so that they used for the intended purpose.

He said Enga and National Capital District are the only two province in the country that have a mechanism to ensure that all money is spent on the intended purposes however said the school fee pay out would come in two components.

He said in the first component they would pay out cash to schools to complete school projects.
Mr Zurenouc said the second component would involve commodity component and monetary component.

He said in the commodity component they would try to have mechanism in place to monitor the funds.

He said he has directed the department to bring forward data to him.

He said there has been a lot of mess up in the education sector, thus essential data needed to smoothly roll out the free education policy has been difficult.

“It seems like a new concept but we are trying to put strategy in place so that we can monitor the funds, I think previously they used to get away with subsidies but now it’s hard,” Mr Zurenouc said.

He blamed the previous Government for failing to have data in proper data to do proper planning.

Governor Parkop asked if the Government had any mechanism in the system to monitor the school fee subsidies money paid to schools.

He said NCD and Enga provinces are the only province in the country that has mechanism in place to monitor the funds.

He said other provinces lack this and he was concerned if the money allocated for the school projects would be used for the intended purposes.
