
The Office of Higher Education (OHE) has officially explained the delay in students under the Tertiary Education Study Assistance Scheme (TESAS) not receiving their tickets in time.
According to a press release dated February 10 and authorized by the acting Director General, Dr. William Tagis, there were several compounding factors contributing to the delay. Â These included late transfer of monies from Department of Treasury, outstanding debts with Air Niugini, lack of credit facilities, among others.
It stated that the major cause of delay was due to the late transfer of budgetary allocation for TESAS from the Department of Treasury to the OHE. It also states that they have no control over this process. However, when monies were released, the OHE had to settle outstanding debts from last year (2011) before any new tickets could be issued. This was also compounded by the fact that the OHE does not have a credit facility with our flag carrier.
