2025 VCP Strategic Fund Awarded to Dr. Johansson-Fua and Dr. Ubaub
Apia, Samoa | September 19, 2025 — In a significant move to advance gender equity in higher education, the University of the South Pacific (USP) has proudly announced the 2025 recipients of the Vice-Chancellor and President’s (VCP) Strategic Fund for Female Academics. This prestigious award has been granted to Dr. Seu’ula Johansson-Fua and Dr. Leslie Ubaub, two distinguished scholars whose work is pivotal to the Pacific region.

This strategic funding initiative is a cornerstone of USP’s commitment to supporting women in academia. Designed for scholars on the cusp of promotion, the fund provides crucial resources and dedicated time for research and publication, addressing the unique challenges faced by female professionals.
Empowering Pacific Scholarship and Leadership
Dr. Seu’ula Johansson-Fua, Acting Head of the School of Pacific Arts, Communication and Education (SPACE) and Director of the Institute of Education, expressed deep gratitude for the opportunity. Her research project, titled “Mana – Leadership and Sustainability of a Pacific Regional Institution,” will critically examine the 50-year history of USP’s Institute of Education.
“This grant is a powerful acknowledgment of the multifaceted roles Pacific women play,” Dr. Johansson-Fua stated. “It affirms our contributions not only to the academic community but also to our families, churches, and nations. This dedicated time for deep reflection and scholarly writing is invaluable.”
Her study aims to uncover the key factors behind the Institute’s enduring strength and credibility, offering lessons that will shape its future direction and sustainability—a vital topic for educational leadership and regional development.
Tackling Climate Change and Food Security
Based at the USP Samoa Campus, Dr. Leslie Ubaub, a Lecturer in Plant Protection within the School of Agriculture, Geography, Environment, Ocean & Natural Sciences (SAGEONS), will use the grant to transform critical data into published findings.
Dr. Ubaub’s groundbreaking research focuses on the devastating impact of climate change on crop production in Samoa. She is investigating how shifting weather patterns affect plant pests and diseases, directly threatening local vegetable production and food security.
“This award is a victory for all women in STEM fields,” Dr. Ubaub said. “We juggle countless roles beyond our labs and classrooms. This support allows us to contribute meaningfully to scientific research and sustainable development in our communities.”
Her work includes screening heat-tolerant capsicum and tomato lines, providing Samoan farmers with resilient crop options—a practical application of academic research with real-world impact.
A Commitment to Gender Equity and Academic Excellence
The VCP Strategic Fund is more than just financial support; it is a transformative part of USP’s multi-pronged strategy to accelerate gender equity and increase the representation of women in senior academic roles. By investing in women, USP invests in the future of education, research, and the entire Pacific region.
The University extends its warmest congratulations to Dr. Johansson-Fua and Dr. Ubaub and reaffirms its dedication to supporting its female academics and researchers.
