Landmark Education Project to Transform Learning for 375,000 Children in Papua New Guinea

May 30, 2025 – A groundbreaking education initiative, the Learning Enhancement and Access Project (LEAP), is set to revolutionize early learning for over 375,000 children in Papua New Guinea’s most underserved communities. Backed by a US$100 million investment from the World Bank, LEAP is one of the largest education projects in PNG’s history, aimed at improving classrooms, empowering 9,000 teachers, and enhancing the quality of education nationwide.

Addressing PNG’s Education Challenges

Papua New Guinea faces significant hurdles in its education system. Approximately 72% of 10-year-olds struggle to read or comprehend age-appropriate texts, and only 18% of 20- to 24-year-olds have completed secondary or tertiary education. LEAP is designed to tackle these challenges head-on, supporting PNG’s goal of providing universal basic education from elementary to grade 12 by 2050.

What is the LEAP Project?

The Learning Enhancement and Access Project (LEAP) will transform education across 3,500 schools in eight provinces, reaching 43% of students from preparatory to grade 2. Key components include:

  • Upgrading Classrooms: Modernized facilities to create better learning environments.
  • Enhanced Teaching Materials: Access to high-quality resources for improved instruction.
  • Strengthened School Management: Improved governance and operational efficiency.
  • Education Hubs: 200 secondary schools will serve as hubs with internet access, digital tools, and training to support nearby schools.
  • Teacher Training: 500 teachers will receive professional development to upgrade their qualifications, boosting teaching quality and creating jobs.

With US$80 million dedicated to improving teaching practices, LEAP will significantly increase the proportion of grade 2 students achieving minimum proficiency in reading and math, laying a foundation for lifelong learning.

A Focus on Inclusivity and Equity

LEAP prioritizes inclusive education, addressing critical issues like learning poverty, gender-based violence, and fragile service delivery in underserved areas. The project promotes safe and quality learning environments, particularly for girls and children in conflict-affected regions, ensuring equitable access to education.

A Partnership for Progress

Funded by the World Bank’s International Development Association (IDA) and implemented by the PNG Department of Education, LEAP builds on a strong partnership with the Government of Australia. Since 2022, this collaboration has driven PNG’s National Education Plan, creating a roadmap for sustainable educational reform.
